Pigeon Lake Regional Wastewater Planning Committee
The
Pigeon Lake Regional Wastewater Planning Committee is composed of representatives
from the Summer Villages of Crystal Springs, Grandview, Ma-Me-O Beach,
Norris Beach, Poplar Bay and Sundance Beach. Also, a rep. from the Provincial
Park sits on the Committee. The Committee also includes reps from the
Counties of Leduc and Wetaskiwin. Wetaskiwin County continues to be
the lead municipality and is working directly with Associated Engineering
on behalf of the Committee.
The Committee met in October to receive draft information from Associated
Engineering regarding the status of the pre-design of our regional system.
Data review and collection is complete and the project design criteria
was confirmed. A base plan with legal parcels, ground topography and
aerial photos has been compiled for the entire project area. The preliminary
design for the pipeline and necessary treatment upgrades are being detailed.
A draft report will be available to the Committee in mid-November with
the Committee reviewing the same and submitting it to Alberta Transportation
for funding of the project. We are hopeful of funding and all updates
will be provided on our website or by calling the Office.
In addition, the Committee is moving forward on the formation of a commission
representing our Committee. The commission will eventually be a new
entity that will contract sewer treatment services from the N.E.P.L.
(North East Pigeon Lake) Commission. The treatment facility will be
the Mulhurst Lagoon.
SECURITY/THEFT
Local break-ins and theft from autos are again
being reported. We encourage residents of the SVNB to secure their properties
to the very best of their ability and to make their residences look
active, secure and lived-in through the use of motion detectors, time
clocks, etc. Many residences appear vulnerable in darkness when residents
and neighbors are not present.
Please be vigilant and comfortable in contacting the
RCMP if criminal activity is suspected or noted. Call 911 or 780-352-7267
(complaints) or 780-312-7200 (inquiries).
WASTEWATER BYLAW
The timing is not known for the installation of
a regional wastewater transmission and collection system thus the municipality
has to be proactive in order to protect the lake and the environment.
As noted in our previous Newsletter and at the Annual Information Meeting,
Council is drafting a bylaw that will require that septic fields and
older holding tanks must be inspected at the property owner's cost and
replaced when deemed to be neffective. Such a bylaw is nearing completion
by a legal adviser. A productive meeting was held with Municipal Affairs
(Safety Services) to discuss the proposed bylaw and the inspection guidelines
which are to be developed.
FIREWORKS
A bylaw that prohibits the use of fireworks in
SVNB has been passed. The risk of fire from the use of fireworks within
a residential community is considerable.
PROPOSED SILVER WOODS DEVELOPMENT SOUTH OF NORRIS BEACH
A member of Council and our CAO (Sylvia
Roy) met with the Developer to discuss area drainage issues and walkways
to be developed within the development. The Developer remains committed
to a good neighbour policy.
New Fireworks Ban Bylaw:

The Organizational and next Regular council meeting will be August 12, 2010 at 8:30 am at the Summer Villages Office. Members of the public are
welcome to attend council meetings. However, if you would like to make
a presentation please contact the Summer Villages Office to arrange
a time to be on the agenda at least one week in advance of the council
meeting.
Private Sewage Disposal System Bylaw –Please review the attached bylaw approved June 2010. New wastewater regulations apply.
Dog
Bylaw – Dog owners should be aware of the dog bylaw in Norris
Beach.
Land Use Bylaw – Development permits are required for any
building, restructuring, installation of holding tanks or demolition
within the Summer Village of Norris Beach. Please refer to the Land
Use Bylaw for more detailed information on development in our Summer
Village. If you are undertaking a large project please call the Village
Office to make an appointment to meet with our Development Officer.
Please complete the Application
for Development Form and return to the Summer Villlages Office.
Please allow 2 to 3 weeks for the development permit to be processed.
** Beach Front Alterations are governed
by Alberta Environment and require a permit from Alberta Environment.
